The Locate Region in Floorplan command is available from the right button pop-up menu only when you select an item in the Regions window, which is available in the Regions window command (View menu).

Finds and outlines a specified region in the Floorplan Editor. Selected items have blue borders and can be viewed in the Current Assignments floorplan, Last Compilation floorplan, or Timing Closure floorplan.
