cin port of HSDI receiver PLL ATOM <name> must be driven by I/O pin

CAUSE: The specified HSDI receiver PLL ATOM has a cin port, but no I/O pin is driving the port. An I/O pin must drive the cin port of the HSDI receiver PLL ATOM.
ACTION: Modify the design so clk5, a dedicated clock pin, drives the cin port of the HSDI receiver PLL ATOM.
