Can't place <number> I/O pins in region <name> because the specified region cannot contain more than <number> I/O pins


CAUSE: You used either the Assignment Organizer dialog box (Assignments menu) or the Floorplan Editor to assign to assign the specified number of I/O pins to the specified region. However, the Fitter cannot place the logic because it requires more I/O pins than the region can contain.
ACTION: Assign fewer I/O pins to the region.
