Can't place <embedded cell, product term, or CAM> <name> because both clock and clear are non-global


CAUSE: You assigned a non-global clock and clear to the specified embedded cell, product term, or content-addressable memory (CAM). However, the assignment is illegal because only one of the two signals can be non-global at one time.
ACTION: Make sure that either the clock or clear of the embedded cell, product term, or CAM is global, or select a larger device.
