Can't place node <name> in pin <name> because the node is too far away from VREF pin

CAUSE: You used the Floorplan Editor to assign the specified VREF-dependent node to a location that is too far from the corresponding VREF pin. The VREF pin and its dependent node must be within 16 pads from each other.
ACTION: Assign the VREF-dependent node to a location within 16 pads of its corresponding VREF pin.
