CAUSE: You assigned the specified number of entities or nodes to the specified location. However, the Fitter cannot place the specified number of entities or nodes of the specified type in the specified location because the specified number exceeds the maximum number of entities or nodes that the location can contain.
ACTION: Assign fewer entities or nodes of the specified type to the location.
