Can't reserve pin <name> because it lacks a location assignment


CAUSE: The Compiler cannot create the specified VREF pin during compilation. This message can occur when you edit the Compiler Settings File (.csf) manually and make assignments at non-migratable pin location. Altera recommends that you not directly edit the CSF. Instead, you should use either the Device page of the Settings dialog box, the Assignment Organizer command, or the Floorplan Editor to make assignments.
ACTION: Assign a location for the node that is assigned to the specified reserved pin. To avoid receiving this message in the future, Altera recommends using the Quartus II software dialog boxes and wizards to modify settings, rather than editing settings and configuration files manually.
