Not enough I/O pins used -- assigned too many input pins


CAUSE: The Fitter must place some of the input pins in the design in dedicated input pins due to high pin usage. However, you assigned too many input pins to other locations so that not enough I/O pins are used.
ACTION: Remove some of the input pin location assignments.
