Clique <name> of type <type> requires <number> signals of type <type>, but the clique can contain only <number> signals

CAUSE: The Fitter cannot place all the signals of the specified type in the specified clique because there are too many of these signals in the clique.
ACTION: Delete the clique assignment and add a new clique assignment, or break the clique up into smaller cliques.
