Can't place I/O pin <name> in I/O bank <number> -- I/O bank is full


CAUSE: You assigned the specified I/O pin to the specified I/O bank. However, the Fitter cannot place the pin in the bank because it uses more I/O pins than are available in the I/O bank.
ACTION: Assign fewer IO pins to the IO bank.
