Can't place carry or cascade chain spanning <number> logic cells and starting on logic cell <name>

CAUSE: The Fitter cannot place the specified carry or cascade chain on the target device. This message can occur when the chain is not assigned to a LogicLock region, but there is not enough space outside existing LogicLock regions to place the chain. This message can also occur when back-annotated assignments (either on nodes in the chain, or on other nodes) prevent the Fitter from placing the chain.
ACTION: Make sure there is enough space to place the chain without overlapping LogicLock regions. If necessary, delete back-annotated node assignments that could prevent the chain from being placed.
NOTE: A carry chain longer than one LAB skips alternate LABs, either from an even-numbered LAB to the next even-numbered LAB, or from an odd-numbered LAB to the next odd-numbered LAB.
