Can't place pin <name> at location <name> (<name>) because that location is a dedicated VREF pin location

CAUSE: You assigned the specified pin to the specified location in the device. However, the Fitter cannot place the pin at the location because that pin location is a VREF pin.
ACTION: Delete the pin assignment.
