Can't place fast PLL <name> in PLL location <name> because PLL or one or more differential I/O nodes driven by it has incompatible location assignment

CAUSE: You assigned the specified fast PLL or one or more of the differential I/O nodes driven by it to a location that is incompatible with the fast PLL. As a result, the Fitter cannot place the fast PLL.
ACTION: Change the location assignment for the fast PLL or the differential I/O nodes.
