Can't place fast or enhanced PLL <name> in PLL location <name> because PLL has a location assignment incompatible with the PLL location in the device

CAUSE: You assigned the specified fast PLL or enhanced PLL with a location assignment. The Fitter cannot place the PLL in the specified PLL location because the assignment is incompatible with the PLL location in the device.
ACTION: Delete or modify the location assignment for the PLL.
