Can't place fast or enhanced PLL <name> in PLL location <name> because I/O cell <name> (port of type <type> of the PLL) has an incompatible location assignment with PLL I/O pin <name>

CAUSE: You assigned the specified I/O cell to the specified location, but that location is incompatible with the specified PLL I/O pin. As a result, the Fitter cannot place the PLL in the specified PLL location.
ACTION: Delete or change the location assignment for the I/O cell.
