Can't find JTAG Server

CAUSE: You set up a device chain in the Programmer window and clicked Start. However, the Quartus II software cannot communicate with the JTAG Server.
ACTION:

If you are using a PC, make sure the JTAG server is running by typing jtagconfig --serverinfo at the command line. If it is not running, have your system administrator, or a user who is a member of the Administrators group, run the Quartus II software on your PC or reinstall the Quartus II software, and then try to program the device chain again. Contact Altera Applications for further assistance.

If you are using a UNIX or Linux workstation, restart your computer.
