Can't compile design containing encrypted file <name> -- current license does not allow this file to be opened

CAUSE: You attempted to compile a design that contains the specified encrypted file. However, the Compiler cannot compile the design because the current license file does not allow the Complier to open the encrypted file.
ACTION: To compile the design that contains the encrypted file, contact Altera Applications for more information about updating the current license file to allow the Compiler to open encrypted files. If the encrypted file is a MegaCore megafunction file, purchase additional license support from the file vendor. Contact Altera Applications or the AMPP partner who sold you the function to update the license. After you update the license file, specify the new license file in the Quartus II software.
