Can't place DDR pin group that is driven by DQS I/O pin <name> because DQS I/O pin can't be placed in DQS I/O pin location <name> in device

CAUSE: You created a double data rate (DDR) pin group that is driven by the specified DQS I/O pin. The Fitter cannot place the DDR pin group because the specified DQS I/O pin cannot be placed in the specified designated DQS I/O pin location in the device.
ACTION: No action is required. If another designated DQS I/O pin is available in another DDR pin group, the Fitter will attempt to place the DDR pin group in that location.
