| CAUSE: | The Fitter cannot place the specified node as a result of the specified location assignment on the second specified node. The nodes are part of a chain and a location assignment to one node in the chain forces placement with certain relative locations for other nodes in the chain. |
| ACTION: | Delete the location assignment from the node that causes the chain to be locked down. |
