Clock input port of HSDI PLL ATOM <name> should be driven by I/O pin

CAUSE: The specified HSDI PLL ATOM has a cin port, but no I/O pin is driving the port. An I/O pin must drive the cin port of the HSDI PLL ATOM.
ACTION: Modify the design so that a dedicated clock resource drives the clock of the HSDI transmitter.
