Can't achieve required parameters CLOCK<number>_BOOST = <number> and CLOCK<number>_DIVIDE = <number> for HSDI PLL <name>

CAUSE: You have set the specified BOOST and DIVIDE parameters for the specified HSDI PLL to the specified values. However, the Compiler cannot achieve the values of the BOOST and DIVIDE parameters because doing so requires the value of the HSDI PLL's W or K counter to be outside the range that is allowed by the device family you are compiling.
ACTION: Change the values of the BOOST and DIVIDE parameters so that, when the Compiler achieves these values, the W and K counters are in the range(s) allowed by the device family.
