Can't reserve pin <name> because it lacks a location assignment

CAUSE: The Compiler cannot create the specified VREF pin during compilation. This message can occur when you edit the Compiler Settings File (.csf) manually in the Text Editor to create assignments and do not create a location assignment for a node you assigned to the specified VREF pin. Altera recommends that you not directly edit the CSF. Instead, you should use the Device page of the Settings dialog box, the Assignment Organizer command, or the Floorplan Editor to make assignments.
ACTION: Assign a location for the node that is assigned to the specified reserved pin.
