Quartus

Can't reserve pin <name> because that name already exists

CAUSE: You reserved the specified pin as an input pin tri-stated, as an output pin driving ground, or as an output pin driving an unspecified signal. However, another pin or entity exists with the same name as the specified reserve pin. This message can also occur when you edit the Compiler Settings File (.csf) file outside of the Quartus II software. Altera recommends that you not directly edit the CSF.
ACTION: If you want the two pins to have the same name, delete the conflicting reserve pin assignment. If you want the specified pin to be in the same location, do not reserve the pin.
