Quartus

Can't reserve pin <name>: <text>

CAUSE: You reserved a pin As input tri-stated, As output driving ground, or As output driving an unspecified signal. However, the Compiler cannot reserve the specified pin for the specified reason. This message can also occur when you edit a settings and configuration file manually to create assignments.
ACTION: Reserve the pin and specify an I/O standard. To avoid receiving this message in the future, Altera recommends that you not directly edit the settings and configuration file. Use the Assign Pins dialog box in the Device page of the Settings dialog box or the Assignment Organizer dialog box to reserve pins and make I/O standard assignments.
