Can't place custom region <name> -- region exceeds the boundaries of the target device or is assigned to an illegal location

CAUSE: You assigned nodes or entities to the specified custom region. However, the Fitter cannot place the region because it exceeds the boundaries of the target device, or the region has an illegal assignment. This message may occur if you have edited the Compiler Settings File (.csf) manually.
ACTION: Create a custom region that can be contained within the target device. To avoid receiving this message in the future, Altera recommends using the Assignment Organizer dialog box or the Floorplan Editor to create custom regions, rather than editing the CSF file manually.
