Can't create VREF pin <name> because it lacks I/O standard assignment

CAUSE: You have edited a Compiler Settings File (.csf) manually in the Text Editor to create assignments and in doing so, failed to assign an I/O standard to the specified VREF pin. As a result, the Fitter cannot create the specified VREF pin during compilation. Altera recommends that you not directly edit the CSF. Instead, you should use the Device page of the Settings dialog box, the Assignment Organizer command, or the Floorplan Editor to make assignments.
ACTION: Assign an I/O standard to the specified VREF pin.
